A poor Blind Woman shares her unfortunate experience to curious adventurers by making them see what she sees everyday through creating an item that will obscure their visions.

Head north and enter the Schwarzvald Goverment Buildings (Located at 157 321).
Enter the room to the right and talk to the Blind Woman (Located at 112 33).
Bring her the required items to make the Blank Eyes.
